We are seeking an experienced and dynamic Interim Programme Manager to drive transformation and business change initiatives across a local authority in Newham. As a pivotal member of our team, you will lead the direct management of projects within our delivery function, working closely with service teams and senior stakeholders to deliver impactful outcomes for Newham's residents.

Key Responsibilities:

  1. Drive System-Wide Change: Demonstrate a passion and commitment to equality and diversity while spearheading transformative initiatives that drive positive change across the organisation.

  2. Provide Strategic Direction: Offer strategic leadership on relevant programmes and projects, ensuring alignment with the council's objectives and targets.

  3. Lead Programme Teams: Foster innovation and support change within the programme team, encouraging creativity and collaboration to achieve desired outcomes.

  4. Ensure Programme Delivery: Oversee the delivery of programme plans, ensuring adherence to budgetary constraints and timelines, while balancing risks and needs to deliver optimal outcomes for service users.

  5. Build Strategic Relationships: Cultivate strategic partnerships with stakeholders, leveraging effective communication and influence to enhance service delivery and outcomes for residents.

Additional Responsibilities:

  • Report directly to the Director of Change & Insight.
  • Provide line management for NGDP placements and oversee programme delivery.
  • Coordinate internal capabilities and external partnerships to facilitate effective change and realise projected benefits.
  • Work collaboratively with stakeholders, including residents, elected members, and external bodies, to represent the council's interests effectively.

Requirements:

  • Educated to degree level or equivalent work experience.
  • Extensive experience in delivering large, complex, multi-stakeholder programmes.
  • Financial acumen and budget management experience.
  • In-depth knowledge of innovative equality and diversity interventions.
  • Understanding of information governance issues, procurement processes, and political environments.
  • Ability to translate organisational vision and goals into effective service delivery and business innovation.
  • Proven track record in providing clear measures of success and delivering constructive performance feedback.
  • experience in managing programmes in local government and well versed in leading service change projects that improve services for residents and deliver savings.
