Street Scene / Refuse Co-ordinator

It has been agreed as a reasonable record of the duties and responsibilities of the job described. It is recognised that broad headings have been used and assumes that the usual associated tasks and routines are included.


To manage, develop, enthuse and motivate staff.

To take ownership for the visible environment in relation to Street Scene works in the identified area and in particular to the removal of litter, fly-tipping, small scale graffiti and remedial grounds maintenance work.

To work to the aims and objectives within the Street Scene Service Plan.

To provide and lead a rapid response cleansing service for the removal of litter, graffiti and fly tipping that supplements mainstream street cleaning provision.

To provide project based activities in the area to include minor street / open space improvements / repairs.

To work closely with communities to identify priorities in the visible environment.

To assist in the provision of an effective grounds maintenance service identifying or rectifying problems with mainstream provision.


Good Communication Skills – as there will be regular contact with other employees of Bradford Council, and with the general public.

Numerate and Literate – must be able to understand written instructions on materials/equipment and work sheets and for the completion of documentation (work sheets, time sheets).

Ability to work unsupervised using own initiative, making on site decisions regarding Health and Safety and Risk Assessments.

The job requires the use of manual skills required to operate of environmental street scene equipment in line with the objectives outlined above. Training will be provided in the use of this equipment. The operative will be required to follow written and/or verbal instructions and must be able to complete daily or weekly time sheets and allied documentation.

The operative must be able to deal in a civil and polite manner with members of the public, local communities, householders and commercial clients.
