Senior Intelligence & Performance Manager - Public Health Covid-19 Response
£280/day

MAIN PURPOSE OF THE JOB

To be responsible for ensuring the intelligence and performance function is high performing and at the centre of driving change, innovation and transformation providing an excellent service to internal and external customers.

To be responsible for ensuring that Public Health Covid-19 response make plans, commission services and take decisions based on the best possible qualitative and quantitative intelligence and evidence.

To responsible for analytical solutions to complex problems Public Health Covid-19 response to support recommendations and decisions to improved outcomes to residents and communities, providing critical challenge and support where required.

To be responsible for ensuring internal and external stakeholders, including partners, regulators and the public, are provided with accurate and timely information about the quality of outcomes and services delivered by the Council enabling appropriate scrutiny and accountability.

To be responsible for providing strategic leadership and operational management to the Intelligence and Performance function for Public Health Covid-19 response, reporting to the Associate Director of Public Health and to work collaboratively and with direct and matrix management arrangments with SPP and the Clinical Effectiveness Group in Queen Mary's University London.

DUTIES & RESPONSIBILITIES

The post holder will be responsible for providing a sustained stimulus for service improvement and accountability within Public Health Covid-19 response. This will be achieved through a combination of providing high-quality intelligence, measuring and assessing performance and information, providing critical challenge and support to services and leading complex projects to creatively solve problems affecting the quality of outcomes.

The post holder will ensure the coordination and deliver of assessment of need and development of analytical products for Public Health Covid-19 response. This will entail integrating and managing the analytical work programmes and outputs of multiple teams, quality-assuring reports and briefings and presenting to management.

The post-holder will be expected to play a leading role in communicating and embedding the key messages arising from analytical work across the team, ensuring that Public Health Covid-19 response are supported to make effective use of the results.

The post holder will be expected to lead performance management and improvement services for Public Health Covid-19 response. This will entail management of multiple teams to ensure that robust performance measurement frameworks are in place including the underlying systems and processes required to collect, store, analyse and report service performance data.

The post-holder will be required to quality-assure performance management reports and play a leading role in holding services to account for the quality of performance, providing advice, support and guidance where needed to enable service performance.

The post-holder will be expected to provide high-quality insight, analysis and evidence, going beyond simple metrics and synthesising multiple sources of evidence to provide an accurate diagnosis of performance issues and recommended solutions.

The post-holder will be expected to proactively identify and lead the development of solutions to problems that affect the quality of outcomes to customers and communities.

The post holder will be required to work alongside senior offers and partners using extensive experience, creativity and innovation to deliver sustainable improvements to the quality of services. This will also require an ability to balance conflicting priorities and agendas across different internal and external stakeholders.

To post-holder will be expected to take the lead on complex analytical programmes and projects on an ad-hoc basis for Public Health Covid-19 response providing briefings, advice and guidance to departmental and corporate leadership teams as well as elected members where appropriate.

The post holder will be responsible for providing a visible and high-impact leadership role on a regional basis and across partners to ensure that evidence and data is joined up and shared to support better planning and decision making around priority outcomes.

The post-holder has a critical leadership role in relation to provision of data to external regulators including annual and periodic statutory returns and on an ad-hoc basis in the event of service inspection or intervention.

The post-holder is expected to be the leading expert for the organisation on national and regulatory data and reporting frameworks for Public Health Covid-19 response and undertake all necessary data collection, validation, analysis and reporting to enable compliance with these.

To be responsible for leadership of corporate and services teams in the completion and submission of assigned statutory returns working with stakeholders in Public Health Covid-19 response and obtaining sign-off as required
