Akton Recruitment are working with the Local Authorities to fill a contract position for a Senior Contracts Officer. This is a full time position starting as soon as possible until at least the end of the year.


Effectively monitor and report on the performance and quality of all contracted Adults and Children's Services, including Public Health Services, in line with commissioning intentions, corporate policies and procedures and statutory requirements (e.g. the Care Act, CQC or OFSTED).

Lead and manage a team of Quality Contracts officers and provide contract management support for all contracted services.

Contract manage services in accordance with individual contracts & performance management requirements and contract law by working closely colleagues across the Integrated Commissioning and Contracting Service. Analyse and share information/intelligence to the Senior Contracts Quality Manager, Directorate Teams and other partner agencies.


Lead on performance management, monitoring and reporting of contracted services commissioned by Adults & Children's and Public Health. Provide assurance on its delivery and support providers to make improvements to meet the contract terms, conditions, service specification, and in conjunction with statutory requirements e.g. CQC and OFSTED.

Provide leadership, support and line management to the Contracts Quality Officers; hold regular meetings with key staff to shape the programme of work, set direction, review its performance and implement any improvements.

Manage and organise all performance & quality monitoring activity for contracted services including planned and unannounced visits and jointly arranged with Calderdale CCG; oversee the timely production of contract monitoring reports and receipt of action plans or correspondence from contracted providers. Ensure feedback from service users, staff and external partners informs and shapes all monitoring, future contract considerations, variations and/or procedures.

Triangulate performance intelligence and analyse key trends arising from all reporting activity; Identify contractual issues or quality improvement themes and support in any action required through contract management, chairing or participating in multi-agency/contract meetings, contact visits or written correspondence.

Lead and organise the collation of performance and quality information across all contracted services to share key themes and trends or statistics with Directorate colleagues, commissioners and partner agencies and assist with evidencing and/or initiating action. Play an active role in shaping future contracted services by working closely with wider members of the team. Participate in tender evaluations and lead on performance monitoring requirements in contract mobilisation.

Provide and prepare information or analysis for the Monthly Operational Group Meetings, and have a pivotal role in the sharing intelligence and identifying supportive solutions with teams of the Council and Calderdale CCG, Safeguarding Adults and the CQC.

Analyse and monitor all areas of concerns relating to contracted services and complaints including formal complaints held corporately. Work with teams in Safeguarding, Social Work, Business Relationship Managers, Commissioners and other teams/agencies in reviewing and taking action through contract management, contracts meetings or low level supportive approaches e.g. contact visits with services.
