Senior Communications & Engagement Officer- Sutton

Role Purpose
The role of the Senior Communications and Engagement Officer (Public Health) is to develop and implement a comprehensive public health focused communications and engagement strategy with the Public Health Team, Communications and Engagement Team and Commissioning Unit at Sutton Council (London Borough of Sutton).

National and local guidance has been complex and fast-changing during the COVID-19 pandemic. We need to communicate with residents, businesses, partners and providers. We want to better engage residents, particularly those in care homes, and their relatives, to empower them and inspire confidence in the local system. We want to improve our engagement with local service providers to protect and improve the morale of the local workforce.

The COVID-19 outbreak has presented complex challenges to social care settings and organisations - including care homes, supported living homes, those delivering care in clients' homes and the social care teams at the Council. The Council, as the provider and commissioner of social care for Sutton residents, is responsible for assuring quality of care across all settings.

The Council is also responsible for the local implementation of the NHS Test and Track programme. Effective communication of the programme will be essential to its success in containing any future local outbreaks of COVID-19. Key to this will be the effective engagement of businesses, partners and hard-to -reach communities within Sutton, to ensure that they understand the requirements to self isolate if they come into contact with a confirmed case, and how they can access the necessary support to do this.

Key Activities
Communications planning:

Social care communications
Produce a public health social care communications plan to increase engagement, awareness, knowledge on public health programmes and guidance and to empower our social care community, including residents/clients, staff, partner organisations, relatives and health and care professionals.

Audit and evaluate current communications channels and activities to identify opportunities for improvement.

Undertake engagement with key stakeholders within the social care system to gain a better understanding of their information and communications requirements.

Manage the marketing recruitment campaign to recruit more staff to care roles, at local level.

NHS Covid-Testing communications
Adapt and re-develop existing communications and engagement plans to support the effective delivery of the national NHS Test and Trace and follow-on programmes in Sutton. This plan will form a key pillar of the social care plan, but also needs to cover stakeholders outside of the social care system.

Conduct a stakeholder mapping exercise to identify hard to reach groups and key settings and to determine the most effective means of communicating the aims and requirements of the programme and support available. Develop setting-specific communications for the key stakeholders identified in the local outbreak control plan.

Stakeholder Engagement:

Design and facilitate a programme of engagement with key stakeholders, building on and informed by existing plans and activities. This will include, but is not limited to, a variety of social care providers, residents/clients, relatives, schools, healthcare settings, local businesses and discrete groups within the community.

Media management:

Handle all proactive and reactive media work related to management of the COVID-19 outbreak across Sutton.

Content management:
Effectively disseminate, amplify and, where necessary - adapt national and London-level campaign messages and resources to ensure they are appropriate for local audiences.

Design, create/commission (as appropriate), and disseminate content for online and offline channels to support the effective delivery of the Social Care, vaccine and testing communications plans.

Undertake ongoing evaluation of message reach and resonance in order to evolve campaign messaging to ensure that it is effective and remains relevant.

Brand management:

Ensure communications are consistent and in line with the brand guidelines for Sutton Council and with the relevant campaign look and feel.

Internal communications:

Ensure that relevant internal stakeholders are aware of the issues and developments with the vaccine and testing roll-out.

Issues/Crisis management

Adapt existing communications plan for local outbreaks of COVID-19. Undertake horizon scanning to identify potential issues arising and devise the communications response.

Key relationships:
The role holder will work closely with the in-house communications team, reporting to the Manager responsible for Public Health & Wellbeing/People Communications and Engagement.

They will also need to develop strong relationships with the Director of Public Health, Head of Public Health Integration, Commissioning Lead for Keeping People Safe, Head of Commissioning, with key individuals across the local health and care system and with the pan-London communications working group on NHS Test and Trace.

Person specification
7+ years of experience developing and delivering high profile communications campaigns.
3+ years in a public health/ health/ social care communications role.
Ability to work at pace in a complex system and communicate effectively with a wide-range of stakeholders.
Ability to write clear, concise and sensitive communications.
