Programme Lead - Job Design, Evaluation and Remuneration- Bradford

To lead and manage a complex programme of work with human resources, and across finance, procurement, legal, services, a range of stakeholders and external partners to define, secure and deliver the approach to job design, job evaluation and reward within Bradford Council. To ensure that the programme of work complements other, similarly focused programmes in the area, to maximise the impact on workforce, inclusion and growth outcomes, and social mobility.

A proven track record of successful strategic leadership within a large organisation of significant scope and complexity, including motivating teams and partners, establishing positive performance culture, driving innovation and delivering continuous service improvement

Proven track record of operating complex projects or programmes and providing clear advice on policy options and policy development in relation to Human Resources and employment law.

Interpersonal skills to influence and negotiate with a variety of audiences to bring about behavioural change, effect decision making and achieve desired results/outcomes as necessary.

Innovative and creative to think through issues and problems not dealt with previously to a satisfactory conclusion.

Demonstrate knowledge and understanding of the duties and responsibilities that underpin the work of the Council and it's services including good knowledge of the human resources landscape

Ability to work with senior leaders and within formal governance to drive the development of innovative and evidence based proposals for change.
Ability to operate and influence at a system leadership level across all settings including working effectively in local, regional and national environments
Able to successfully initiate and manage projects through to completion, including the development and introduction of new initiatives, inclusive planning, risk management, and establishing clear end points with measurable outcomes.
Ability to analyse complex problems, and able to develop business models to investigate a number of options/ solutions and their viability, evaluating risk against a shifting background

Demonstrate understanding of key government policies and new legislation impacting on workforce functions, leadership and organisational parameters of CBMDC and it's West Yorkshire partners.
Uses specialist knowledge of terms and conditions, employment law, human resources and wider Council policies, procedures and regulations, including risk in own area and/or across other areas of work (inc legislation).
Uses a range of specialist ICT systems across own work area and or across other areas of work.
Oversee and sets a budget, including effective commissioning of work and costing of the programme deliverables.
Uses, interprets, analyses and communicates complex information from a variety of sources.

Relevant experience requirement: Will be used in shortlisting

5 years experience of operating at a senior management level within a large multifunctional public service organisation, and in a service area relevant to this post; human resources and programme management.

At least 5 years experience of working at a strategic level to deliver change.

Relevant professional qualifications requirement: Will be used in shortlisting

L6 - NQF Level 6 - Bachelors Degree, postgraduate qualifications, or equivalent level or professional qualification in Human Resource Management.

A formal Project Management qualification e.g. PRINCE 2, MSP or significant programme and project management amounting to 5 years.
