Procurement Officer- Bedford
£400/day

Bedford Borough Council has an established procurement and commissioning team which helps the organisation to manage third-party expenditure, deliver savings and ensure compliance to internal policies and statutory requirements.
* To achieve challenging financial goals the Council needs to substantially increase the level of savings achieved on third-party expenditure during the current and next financial year.
* The Council wishes to add additional procurement resource into the team with a particular focus on lower value contracts, which have historically been put in place by service-areas with limited specialist procurement support.
* The procurement and commissioning resource is structured into three teams supporting: (1) adults services, (2) children's services and (3) environment, corporate & property. We are not looking to recruit specialists to support in each area - rather we are looking for generalists with broad category experience who can work across all teams' / service areas.
* The role is based on home working.

Key activities
* Analyse historical spend data, categorise expenditure.
* Liaise with internal departments to understand what products and services are being procured. Quickly assimilate an understanding of specifications and key requirements.
* Manage multiple procurements at the same time .
* Support service areas in developing sourcing plans and implementing procurements - which will typically be the quickest effective route to market. May include framework call-offs, mini competitions, formal tenders, contract extensions, informal negotiations.
* Ensure contracts are put in place and entered on the contracts database.
* The role is based on remote home working.

Person
* At least 3 years' procurement experience.
* Experience in using Intend or a similar procurement system / portal.
* An ability to demonstrate experience in managing multiple procurements simultaneously.
* Credibility to influence internal stakeholders.
* Experience of drafting relatively simple contracts (based on amending existing standard documents).
* Experience of working across a range of categories.
* Ability to assimilate data setting out key tasks and timescales.
* Self-motivated, an ability to make things happen. Ability to organise and prioritise in a home working environment.
* Strong communication and influencing skills.
* Good commercial skills.
* Good written communication skills.
