Principal Planning Officer- Wirral

Description of duties
To carry out development control casework on a range of planning applications
throughout the Borough including major planning applications and those complex and
potentially contentious applications. To prepare Proofs of Evidence for Appeals and
represent the Council at Informal Hearings and Public Inquiries as an expert witness.
Attendance and presentation of reports at Planning Committee. To lead in the
implementation of service improvement initiatives.
Depending on qualifications and level of experience, the post holder will be required to
carry out the following duties -
1. Development Control, processing and managing a range of planning applications and
allied casework, particularly more complex and/or major applications, including
making recommendations to Planning Committee.
2. In connection with 1. Above, to make site inspections, carry out all appropriate
consultations and liaison procedures in connection with planning applications,
prepare reports and research case histories.
3. To assist in the implementation of various planning policies and
4. Negotiations with applicants, agents, prospective developers and members of the
public both during the planning application stage and particularly at pre-application
5. Liaison with officers of other departments of the Council, other local authorities and
outside organisations/bodies.
6. Preparation and presentation of Proofs of Evidence and Appeal Statements for
Appeals, either by written representations, informal hearings or at public inquiries.
7. Exercising the authority to take decisions on those applications delegated to the
Director of Technical Services by the Council as Local Planning Authority, in
particular delegated decisions on planning applications and discharging planning
