Lead Officer for Financial Matters- Bedford Borough Council
£505-620/day

Must have:
Have the ability to analyse, interpret and communicate complex financial information.
Advance knowledge of Excel
Extensive experience of working in large complex organisations
Good understanding of transformation programmes
Strong communication skills (written and verbal).
Ability to manage and prioritise workload whilst maintaining clear oversight of programme objectives
Professional manner and ability to build strong working relationships with all stakeholders and third parties

Responsibilities:
To deliver high quality financial management services across the Council including financial advice and support.
To develop and track benefits realisation and financial processes within the Council's Transformation Programme.
To analyse, interpret and prepare financial data and context to support decision-making.
To monitor and support the management of the Transformation Programme's capital budget spend across all projects.

To provide high quality financial management including as a core service:
(i) budget preparation
(ii) benefits realisation
(ii) budget monitoring
(iii) financial advice
(iv) closure of accounts.
To ensure there is effective benefit management control across the programme
2. To prepare and present reports and financial information to stakeholders, including business cases, capital bids etc. To ensure there is effective financial control across the programme
3. To support and provide a. detailed financial advice and guidance
b. assurance of financial inputs and outputs across all work streams
c. financial data to enable informed decisions regarding budgets and forecasts
d. capital programme spend and oversight of variances in project spends across the programme To ensure there is effective financial control across the programme
4. To determine and agree budgetary baselines, including re-cutting all operational budgets as service changes occur To ensure delivery of a balanced budget within agreed timelines
5. To review and advise on the financial implications of new legislation and regulations
To ensure compliance with relevant and statutory requirements
6. To support, and take a lead as appropriate, on specific projects across the council, as directed
