Lead Accommodation Manager

Scope of the work
* To deliver a programme of work against the Council's vision for its future ways of working
* Focusing on the Process, People and Culture, Technology workstreams
* A blend of programme management combined with an organizational development approach
* Estimate 3 months, time critical, flexible hours part-time (2-3 days per week) preferred option
* Contract management of Arcadis, consultancy appointed as project managers and workspace designers
* Co-ordinate outputs (e.g. policies, resource requirements, data) within the council with its heads of service
* Informal and formal reporting of progress towards milestones
* Reporting to the Director of Corporate Services and Chief Executive as project sponsors, escalating issues where appropriate
* Defined outcome: enabling an agile approach for staff by the Autumn of 2021 which has been signed off by the corporate leadership team
* Project handover to property team for refurbishment of Town Hall (Workplace workstream)

* Experience of leading people through change and culture shift
* Stakeholder management
* Confident presenter who is able to constructively challenge to keep work on track
* Ability to engage with and make strategic recommendations to the board and elected members
* Collaborative approach
* Highly organised with ability to work to tight timescales

The challenges we are experiencing
* Multiple stakeholders with differing views, cultural resistance
* Volume of internal work on policies and infrastructure to be delivered in a short time period
* Contract management of the appointed consultants, challenging their performance
* Immature project management tooling
