Kingston Town Centre Recovery & Investment Lead
£350/day

You will have a key role in the development of 'adaptive strategies' and bespoke programmes for diversification and renewal within Kingston Town Centre through innovation and experimentation, responding to locally specific circumstances.

You will coordinate the work of Council colleagues and external partners, to identify projects and deliver schemes in the town centres. You will support partnership working where collectively, meaningful projects are designed and delivered to ensure that the borough's high streets thrive.

The Council is focused on delivering the best possible outcomes for its communities. To do this the Council needs employees who thrive in an agile and networked organisation and who can support continuous improvement within a constructive organisational culture.

The role reports directly to the High Streets Recovery Programme Manager.


Key activities

Performance
? Works with manager and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement
? Supports operational plans to ensure that the resources within the teams are used to best effect and impact

Customers and Partners
? Builds strong internal and external working partnerships to enable the service to be delivered in an outcome-focused and efficient way
? Supports Kingston's commitment to community cohesion and valuing diversity and social inclusion

Digital/New Ways of Working
? Uses new technologies, particularly Google, to adopt modern, agile working practices, improve customer service and eliminating paper-based processes wherever possible.

Delivery

? Report to and support the High Streets Recovery Programme Manager, by taking a project lead to deliver tangible outcomes to mitigate the adverse effects of the pandemic and Brexit with a clear focus on Kingston Town Centre's recovery.
? Lead on the development of 'adaptive strategies' and bespoke programmes for town centre diversification and renewal through innovation and experimentation, responding to locally specific circumstances.
? Supporting the High Streets Renewal Programme Manager, work in partnership with Kingston First, local businesses and strategic partners and funders ie. South London Partnership, GLA, to shape, influence and contribute to London's High Streets for All mission.
? With the High Streets Recovery Programme Manager, fosters and co-ordinates excellent relationships with Kingston Town Centre stakeholders.
? Manage and commission town centre renewal projects to deliver enterprise and creative spaces, experimentation/ innovation projects eg. digital, pop up and comprehensive public realm improvements.
? Lead on the commissioning and delivery of public realm projects and within the town centre.
? Secures grant and sponsorship funding for the the town centre by working corporately across RBK and with key external stakeholders
To support colleagues in building relationships with businesses and stakeholders
? To research and highlight best practice in strategic policy, implementation and delivery, ensuring a coherent consistent 'one council approach' to economic growth.
? To support the High Street Recovery Programme Manager in the delivery of effective and exemplary community consultation and co-design on schemes, developing excellent working relationships with clients and noting all feedback.
? Writes and take ownership of reports and recommendations to senior management forums and elected member briefings
? To be an effective team player undertaking team projects as required and undertake any other duties that are consistent with the Council's expectations of an officer at this level and network across the organisation with authority
? To lead on major consultations, represents the council at strategic stakeholders and relationship building
? Can effectively cover and deputise for the High Streets Recovery Programme Manager
? Leads on the advice on regeneration projects and/or strategies
? Manages the work of other officers or project team members including consultants
? Has a threshold of budgetary responsibility for specific projects
? Regularly meets with, and seeks to influence, key decisions of elected members and senior manager within partner organisations
? Lead the design and planning of documents and publications of a complex nature and strategic importance
? Plays a key role in the annual team planning process and achieving improvements in service delivery

? Represents the council at strategic partnerships and develops relationships with key stakeholders
? Can lead effectively cover and deputise for the High Street Recovery Programme Manager as council lead client
? Deputies for the High Street Recovery Programme Manager in reporting and representing at external meeting and public committees
? Leads on the advice on policies and strategies
? Leads and manages the work of other officers or project team members including consultants
? Has a threshold of budgetary responsibility for specific projects and programmes
? Regularly meets with, and seeks to influence, key decisions of elected members and senior managers within partner organisations
? Leads the development of policies and strategies of a complex nature and strategic importance
? Plays a lead role in the annual team planning process and achieving improvements in service delivery
? Manages career grade staff and contributes to the development of less experienced staff
? Coaches and supports the development of less experienced staff


The person

In order to successfully deliver the responsibilities of the role, you will need to:
? Have a degree qualification in a relevant discipline or equivalent experience in economic development, regeneration and inward investment
? Preferable to have membership with a professional body.
? Experienced in programme and project management and ideally with a supporting accreditation e.g PRINCE2
? Be proficient in IT, social media management and data management systems for everyday use as part of the job.
? Question and challenge ways of working, with an understanding of the bigger picture in terms of the corporate context and external environment
? Demonstrate agility and adaptability in mindset and ways of working
? Work successfully with key stakeholders within and outside of the Council
