ICT Procurement Co-ordination Lead- Lambeth

You will take the lead in co-ordinating and managing all of the procurement aspects for a major technology retendering exercise. This includes (not exclusively):

- the preparation and clearance of all paperwork
- the necessary investigation into the chosen procurement route and the requirements of it
- obtaining a deep understanding of the procurement requirements and strategy
- liaison and communication with suppliers, both informally and via formal procurement channels
- Market testing, investigation and due diligence
- Liaison with internal procurement, legal and finance teams
- Communications to senior leadership including council members
- Scrutiny and evaluation of tender offer
- Award activities
- Implementation activities relating to procurement and contract aspects.

You will be an expert and effective contracts and procurements specialist with an understanding of local government procurement requirements. You will have significant experience in ICT procurement and contracts, especially in relation to networks and telephony and as such will have some understanding of the technology, terminologies and solutions. Experience of using the NS2 framework is desirable. You will be able to give demonstrable examples of successful exercises, good practices and lessons learned. You will need to understand and take control of the role with significant speed.

You will be supported by a wider team including the ICT portfolio manager, technical project manager and IT specialists and leadership. You will also benefit from support and guidance from the in-house contracts and projects team where needed.

Responsible for supporting the analysis of all contracts by providing continual reporting information with regard to performance and financial trends to ensure business effectiveness and financial efficiency is achieved.

To assist in the monitoring, development and implementation of modern contract and relationship management practices which will shape the future and facilitate the delivery of a quality solution.

To ensure effective links exist across the Facilities Management team, with contractors and other business work groups in the Council.

To assist the Business Manager in the preparation of the capital budgets for Business & Customer Services contracts.

To monitor the budget relating to contracts in Business & Customer Services and provide regular management information to the Business Manager and Leadership Team.

To contribute ideas, suggestions and feedback on systems and procedures to enhance the effectiveness and performance of the contracts
