Akton Recruitment are looking for a Head of Service, Quality Assurance & Practice Development to join the local authority in Southwark.
Purpose of the role:
To lead and manage quality assurance and practice development across Southwark Children & Families Division to meet statutory requirements and regulatory requirements including inspection.
To provide overall management, coordination and development of quality assurance; practice development teams, to deliver high quality support and challenge to operational services incorporating cross system facilitation of continuing improvement and innovation.
To provide overall management, coordination and development of the audit and learning functions and possibly, depending on interview, the performance, and data systems team to deliver high quality support and challenge to operational services incorporating cross system facilitation of continuing improvement and innovation. It is noted that a permanent audit and learning team is being newly established under this role and in transition so it will need to be considered at interview whether this function immediately is managed by this role or only when newly recruited to permanent team. To be discussed at any interview.
To lead the coordination of the work of the division with the Southwark Safeguarding Children Board and multi-agency partnership.
To manage a significant budget and ensure that cost effective, support services are organised / purchased in response to identified needs and risks with a focus on outcomes.
To lead the strategic and operational development of services across the Division to improve the wellbeing of vulnerable children and their families, and engage with corporate colleagues and other partners to ensure an integrated approach.
Knowledge (essential criteria)
1. Hold a professional social work qualification and be registered with HCPC.
2. Current knowledge and understanding of the functions of local authorities, Schools, NHS Clinical Commissioning Groups, NHS Foundation Trusts and other agencies related to social care provision, and of the interrelationships between agencies.
3. Knowledge of current relevant legislation and statutory duties, responsibilities and best practice in the field, including in relation to safeguarding children, children in care and quality assurance and inspection preparation generally.
4. Sound and demonstrable knowledge and understanding of the principles of financial management and budgetary planning and control.
5. In depth understanding of the principles of: human resources and performance management; change management including theory of change and systems thinking; and developing a culture of that delivers equality and diversity.
6. Hold a recognised management qualification e.g. MBA, Diploma in Management Studies. (Desirable)
Experience (essential criteria)
7. Substantial experience of working in a leadership role managing social care services which must include responsibility for safeguarding and children in care services with quality assurance experience.
8. Significant experience of financial management and budget planning in a social care environment, and working knowledge and competence in associated information technology.
9. Experience of strategic project management, change management and joint working with professionals from a range of agencies, including co-ordinating inputs from a range of professional sources.
10. Experience of reviewing and developing services, strategies, procedures and practice in a social care context, both pro-actively and in response to change. 11. Relevant experience of analysing and conceptualising problems, formulating, and executing appropriate solutions and negotiating successful outcomes and presenting these. 12. Experience of preparing and presenting complex reports, and developing this competence in the work of others.
This is a full-time contract based role, working Monday - Friday, 09:00 - 17:00, paying a rate of £550.00 per day. The initial contract for this role is due to end 30 Nov 2021 with a view to extend.
