Head of Development - Estate Services
£540-£560 Per Day
Wokingham

  • To manage property assets for the Council and discharge the statutory functions in respect of the estate services managed.
  • To ensure optimum use of the Council's property portfolio and identify opportunities to increase capital and revenue income from the authority's estate.
  • To develop and actively manage a commercial property investment strategy in line with Council objectives
  • To effectively manage the Council's commercial property portfolio and to identify surplus property for disposal.
  • To plan and deliver housing, and in particular affordable housing, as part of the Council's housing delivery agenda
  • To manage spatial planning activities, including masterplanning and securing appropriate planning consents, for Council assets and development projects
  • To deliver key development sites in line with corporate priorities
  • To deliver effective and efficient services offering good value for money, contributing to meeting the Council's ongoing financial challenges.
  • To plan the optimum use of the Council's capital funds and to ensure delivery of key corporate projects/programmes.
  • To develop the appropriate delivery models to achieve efficiencies and generate external income.
  • To provide high quality and effective support for services and external customers.


Team Scope - Development

  • Spatial Planning
  • Manage and undertake masterplanning and scheme design appraisals of all potential development sites in compliance with the Council's adopted Development Plan and planning guidance and ensuring the incorporation of wider corporate objectives into proposals and advise on the prospects of achieving planning permission
  • Proactively contribute to the planning and delivery of housing, and in particular affordable housing, as part of the Council's housing delivery agenda
  • Project manage all planning applications from inception to consent taking ownership of all planning matters relating to each project.
  • Appoint and manage external consultants on spatial planning, property, highway and urban design commissions which contribute to the appraisal and delivery of development sites
  • Ensure all development proposals represent value for money and the optimum use of Council resources through on-going financial appraisal and assessment
  • Represent and promote the Council's assets through the Local Plan process, taking ownership of all planning matters and ensuring best value is achieved in line with Council objectives
  • Advise on spatial planning matters across the Commercial Property portfolio, including supporting the construction and asset management teams on all planning issues arising during construction and property management process.
  • Effectively communicate with the local planning authority, politicians, stakeholders, funders and tenants on all planning matters across the Commercial Property portfolio.


Delivery

  • Represent the Council as client for the delivery of regeneration, housing and commercial property projects, ensuring projects are delivered to budget, agreed timescales and meet the Council's priorities and policies
  • Oversee and support the Council's construction delivery teams in the delivery of regeneration and property projects


Scope of Role - Interim Head of Development

  • Direct line management of the Development Team (3 x FTEs), plus additional 1 x FTE managed by Senior Officer
  • Represent the Development team to Council Corporate Management Team, Council governance meetings and Housing Company Board meetings, reporting on delivery updates and project finances
  • Represent the Development team to politicians and update on scheme progression and answer queries from politicians


Spatial Planning

  • Oversee the management and delivery of development proposals from inception to planning consent, ensuring the incorporation of wider corporate objectives in each project.
  • Oversee the appointment and management of external consultants on spatial planning, property, highway and urban design commissions which contribute to the appraisal and delivery of development sites
  • Oversee the identification and testing of proposals for new housing opportunities on council-owned land, open market land and other public sector sites
  • Ensure all development proposals represent value for money and the optimum use of Council resources through on-going financial appraisal and assessment
  • Manage and have responsibility for the Development Team and associated budgets relating to scheme development and consultancy fees
  • Ensure the team advise on spatial planning matters across the Commercial Property portfolio, including supporting the construction and asset management teams on all planning issues arising during construction and property management process.


Delivery

  • Represent the Council as client for the delivery of regeneration, housing and commercial property projects, ensuring projects are delivered to budget, agreed timescales and meet the Council's priorities and policies
  • Oversee and support the Council's construction delivery teams in the delivery of regeneration and property projects
  • Plan the optimum use of the Council's capital funds in relation to the delivery of regeneration and property projects to ensure delivery of key corporate priorities and objectives.
  • Liaise with other Council departments to ensure wider corporate objectives are incorporated into property and development proposals
  • Effectively communicate with the local planning authority, politicians, stakeholders, funders and tenants on all planning and communication matters across the strategic property and commercial assets portfolio.
