Financial Strategy Manager- Newham

6 month Capital Strategy Development Project - Interim support brief

Project Overview

Review and redevelopment of the capital strategy establishing a 10 year capex pipeline, appropriate diversification of funding to maximise resources available, and providing a framework for evaluating, prioritising, delivering, and monitoring capital schemes, ensuring most effective use of finite resources to meet corporate objectives and maximise impact on resident outcomes.

Core Tasks

Develop a CBA model to enable comparative analysis of financial (cashable through to wider economic) and non-financial implications (including enabled service outcomes through to carbon impact in meeting carbon neutral and net carbon zero targets) to inform prioritisation of resource allocation and decision making.
Support development of the refreshed capital strategy and handbook ensuring a robust framework for decision making and delivery.
Help to convey the intrinsic link between Capital and Revenue budgets
Reporting to the Strategic Investment Board, CMT, and Cabinet to drive proposals forward

Revised Capital Strategy
Capital Handbook for internal stakeholders
CBA Model enabling comparative financial/non-financial (with new emphasis on enabling measurement of the carbon impact of proposals) analysis of capital proposals
Revised 3 year Capital Programme and outline 10 year pipeline

Skills, Knowledge, and Experience requirements

Research - Identifying best practice that can be adopted/adapted, identifying evidence bases to inform categories/measures utilised in the CBA
Excel Modelling - Building an adaptable CBA framework enabling ease of use of the end user and producing comparable/measurable outputs for use in decision making, allowing for changing priorities and additional categories/measures to be added in future
Relationship Management - Quickly establishing relationships with key capex stakeholders around the council including finance business partners, project managers, Directors and the capital finance team to inform the CBA model build, managing conflicting views
Report Writing - making a coherent case for change to a variety of stakeholders
Experience of working on large scale capital programme strategy development in the public sector
