Financial Accountant- Kensington and Chelsea

* Ensure financial accounting procedures are kept up to date and any changes approved by the Head of Financial Reporting and Controls.
* Address inadequacies in control procedures and make recommendations as necessary in respect of non-compliance with procedures
* Produce reports from the IBC Portal, SAP GUI and other peripheral systems to support in-year monitoring, year-end and statutory reporting.
* Assist Principal Financial Accountants in completion of quarterly, annual and ad hoc government and statistical returns, including WGA, RO, QRO and CO.
* Support maintenance of corporate registers to support year-end statutory disclosures e.g. Leasing Register and Grant Income.
* Prepare audit working papers for assigned areas and ensure these comply with audit requirements.
* Contribute to planning for an effective and efficient annual closure of accounts process, including lessons learnt review following each year-end.
* Lead on assigned areas of the Council's Statement of Accounts, ensuring all disclosures are fully reconciled and supported by appropriate documentation.
* Contribute to the continuous improvement plan for Financial Reporting and Control and assist in the design of new processes and procedures.
* Produce good quality and fully supported corporate reconciliations for assigned area (which may include bank reconciliation, reserves, Collection Fund, Trial Balance, grant income, taxation and recharges).
* Assist in reviewing reconciliations submitted by service finance teams and suggesting areas of improvement.
* Assist in producing guidance documents and training material on a variety of financial accounting related matters and support the Head of Financial Reporting and Control and Principal Financial Accountants in delivering workshops and presentations.
* Promote correct use of the Chart of Accounts across the Council and liaise with services to take corrective action where necessary.
* Undertake regular compliance monitoring exercises in assigned areas to ensure impact on year-end is minimised, including clearance of orders and goods receipted items awaiting invoice matching, storage of journal supporting documents, code naming conventions, trial balance errors and unallocated income.
* Perform daily tasks such as matching bank reconciliation items and SAP cleared item matching to report open items only.
* Work closely with IBC teams (Tax, Payroll, Systems, Corporate Finance) to ensure joint accountability of shared responsibilities to ensure successful delivery of outcomes.

Knowledge & Experience:
* Shows a full understanding of local government finance.
* Able to apply accounting principles and work in accordance with relevant rules and procedures
* Is aware of and complies with standards of financial control
* Is able to explain financial control issues and related responsibilities to other members of staff
* Can identify issues and resolve queries
* Can resolve technical issues with limited assistance
* Can apply complex technical rules where instructed, and is aware of changes

* Detailed experience of independently using financial functions such as the General Ledger and effectively using Microsoft packages such as Word and Excel in a work environment
* Provides data for reports in a clear, understandable and appropriate format for use
* Able to manipulate complex data to demonstrate trends and correlations. Able to produce notes on technical issues to add the report writer
