Commissioning Governance Manager- Kingston upon Thames

Inside IR35
Duration- Immediately for 3/6 months, working remotely and flexibly

The Royal borough of Kingston is driving an ambitious Transformation Programme , with our Communities at the heart of all that we do. We are seeking innovative solutions to improve the outcomes for our residents , driving improved value for money with the challenging financial context within which Local Government operates

Governance is critical to ensuring RBK fulfills its purpose, achieves its outcomes for residents, operating in an effective , efficient manner with clear decisions based on accountability, transparency , sustainability and probity to deliver high performing services.

Do you have leadership experience in Commissioning Governance , ideally within the public sector and Local government with the ability to implement and improve robust governance arrangements, building trust and confidence across the organisation and ready to hit the ground running, embodying legislation and public policy and promoting a culture around governance with the ability to manage conflict and seek resolution? If so we are very keen to hear from you

In return, you will be part of a relatively newly created , but dynamic Commissioning and Procurement team, working closely with colleagues managing significant contracts, within a forward thinking and collaborative organisation . The Leadership is empowering and we are currently working remotely , moving towards a hybrid model of working

Specific duties include :

? Leading on the development and implementation of relevant commissioning and procurement , strategies, tools and frameworks ensuring that they are embedded across the organisation.
? Lead and promote a culture of good governance across the organisation with clear processes and frameworks to enable effective decision making
? Lead on the interpretation and implementation of legislative changes to ensure we are fully compliant with all statutory requirements and that governance arrangements are robust and sustainable and ethical
? Ensuring the governance process and framework is transparent to enable effective decision making and that risks are managed appropriately, with Commissioning Boards well supported, to secure the best outcomes for service users and deliver optimum value for money, in line with the Council's commissioning and contract management frameworks

Skills and experience required
? Previous experience of managing procurement governance within the Public Sector, ready to hit the ground running
? Ability to build effective relationships internally and externally with key stakeholders , managing conflict to secure effective outcomes
? Effective communication skills with the ability to influence to promote a culture around good governance across teams, with regard to commissioning
